Work parties are great for small deliveries, but have been terrible for requesting custom builds. Instead of the board, let's suggest a new tool: By placing a table/store and manipulating blocks using a specialized virtual 'hammer+shovel', one could record the number of blocks requested to be built/removed on a designated plot (claimed and contained personally or by settlement). The project management desk uses a store interface that sets the value of each block added or removed by contributors, and can even take tally of how many blocks of each type are still required (updated whenever a new action is taken on plot). This in turn allows one to calculate and payout total project costs much more concretely. This way, one could allow permissions for anyone to come in and pitch in - and pay them for building each and every block correctly. Virtual blocks would have collisions and are able to be stepped upon while building, so that the builder would not have to 'fly' in order to build higher up. (I don't know about sinking low and into the rocks about planning for below ground though, yet). Naturally, these virtual blocks can be toggled on/off outside of contract build mode, and give no room tier value while unbuilt. Since beginning the first settlement involves personal contribution by one or two members of the community, I recommend either a settlement credit established by putting down the first (inactive) community foundation stone, and the settlement building objects table acting as this project manager paying or recording this first building either directly, or by escrow.
