Farm Permits / Land Permits in General

I was thinking of playing farmer recently, then I remembered that if I wanted to enjoy farming I would need to beg towns for farm land laws or claim papers and stakes, or I make a public farm and hope people don't take everything (which they probably would).
I thought instead it would be ideal if any player, especially farmers, miners and loggers could propose a zone for a land permit and put it to a public vote. This would work if there was a planet wide democracy in place day one. Land permits could be semi-permanent, temporary, rent-basis, and could easily be revoked/modified by a democratic vote. When a federation is formed or a settlement overlaps, a land permit a government official could easily modify the permit if necessary.

this is already possible through the government systems - it is actually the intended way to protect large amounts of farm land via districts. All you need to do is join or found a settlement :)
We do however not have any plans to revert the settlement system we introduced after intensive development to a global government as it was before, the expansion of governments to be more local with different stages was intended - towns allow to create districts right from the start and states can easily provide massively sized influence for really large districts.
Servers that want to have a starting federation can already set it up like that optionally as well. It will however put you under the jurisdiction of a government right from the start as well, though - so it's not really different to joining or founding a town or state by yourself at the location you prefer. And if you want to do neither of these, as you already mentioned you can get special claim papers from other settlements that are usable outside of them.
