A UI friendly way in-game to be able to export a law into a file that would get saved to the users computer as some kind of text or XML document, and could later be uploaded to the server in a similar manner to images in the printing press.

Essentially this mod from thomasfn that does exactly this, but built into the game itself and more user-friendly.
