I started a singleplayer game, to learn about governments and laws etc. But its not possible, cause all the tables need a settlement, but the smallest settlement needs at least 3 people (which is obviously not possible, when playing alone). So please somehow change this, so that you can try and learn about cities etc, while playing on a singleplayer-server.
