Improve 'build road' contract

I had a 2 block wide dirt road near my homestead, I wanted to sponsor making it wider and making it into a stone road. But 'road' contract for some reason only permits working with my own property trough construction signs, not public one. Road only passes my property, I do not own any part of it. Road did eventually get updated, but I would have preferred if it got expanded earlier and if turn to my house got a bit wider.
Suggestions:
Roads are 'public' property, so permit sponsoring roads in a public manner, by just specifying chunks. Ideally it should be able to assign a pay per blocks placed.

Most roads aren't privately owned but governments might want to pay for them to be paved. The road contract should be able to select any construction posts in the world. Maybe that post can't be removed till the contract is deleted or completed? Or maybe world markers could be used for post instead.
